Project description and context:
Crossroads International will engage Canadians, Canadian stakeholders, Crossroads staff and volunteers, local partner organizations and women and men in sub-Saharan Africa to become Gender Equality Champions both in Canada and overseas.
The Volunteer Cooperation Program (VCP) aims to reduce gender inequalities and alleviate poverty by addressing gender-based violence, inequalities in access to resources and economic opportunities, and barriers in exercising strategic forms of choice, voice, and influence.
Description of the partner
The East African Sub-Regional Support Initiative for the Advancement of Women (EASSI)
Description the volunteer mandate
The M&E mandate aims at strengthening the Monitoring and Evaluation (M&E) systems and capacity within the Eastern African Sub-Regional Support Initiative for the Advancement of Women (EASSI), particularly in the context of results-based programming and accountability for women’s economic empowerment projects. The core organizational issue being addressed is the need for a more robust and harmonized M&E framework that effectively tracks, analyzes, and reports on multiple project outcomes, impact, and learning across multiple countries and complex thematic areas.
EASSI operates in a dynamic regional environment marked by socio-economic and political disparities, gender inequalities, and climate vulnerabilities that disproportionately affect women. Our work, therefore, requires context-responsive and gender-transformative M&E systems that can generate reliable data to inform policy advocacy, influence gender-responsive trade reforms, and support the implementation of strategic programs beyond Africa.
The Crossroads International-EASSI collaboration specifically with M&E volunteer support will help address challenges faced by EASSI which include: gap in M&E capacity, limited integration of learning and adaptive management into project cycles; gaps in digital data management systems, particularly in data visualization, analysis, and reporting; and the lack of standardized tools and indicators that align with global development donors, gender equality and trade facilitation frameworks, including SDGs and the AfCFTA opportunities.
The mandate is further justified by the evolving donor landscape, which demands enhanced accountability, evidence-based reporting, and measurable impact. Strengthening our M&E system will enable EASSI improve project design, track results effectively, and communicate progress with greater clarity to stakeholders, partners, and beneficiaries.
EASSI operates within a broader regional context characterized by rising economic integration efforts (such as AfCFTA), persistent gender gaps in access to opportunities, and increasing interest in inclusive, sustainable development. Politically, governments in the region have shown commitment to gender equity through national policies and international commitments, but implementation remains slow. A strong
civil society advocacy backed by credible evidence would address this challenge. Environmentally, climate change continues to impact women economically, necessitating data-driven programming that builds resilience and adaptation capacity.
Therefore, the volunteer will work directly with the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supported by Program Managers and Officers across departments. The Volunteer with support the development of M&E frameworks, tools, and systems; capacity building; overseeing data quality and collection; and ensuring effective learning and adaptive programming. He/she will Support the preparation of consolidated reports including concise narratives that capture progress against indicators. He/She will also support the timely completion of major MEL deliverables, regular periodic analysis of data to identify and communicate lessons-learned, and regular periodic presentation of data and analyses to program team and EASSI management. Lastly, collaborate with the Programs managers in ensuring alignment of project outcomes, policy influence, and field-level implementation.
In conclusion, this mandate is strategic to EASSI’s mission of advancing women’s rights and economic justice in the region. Enhancing our M&E systems will position us to deliver more impactful, accountable, and evidence-based interventions that respond to the needs and aspirations of women and girls in Eastern
